I have a Dell Latitude E4310 and recently it dropped like 2 inches and now every time it starts up it says, "We apologize for the inconvenience, but Windows did not start successfully. A recent hardware or software change might have caused this." it says couple of other stuff after that but the options showed after that are:

Safe mode
Safe mode with networking
Safe Mode with command prompt
Last known good configuration
Start Windows Normally

no matter which one I choose it goes through the Windows loading page then right before you would sign in it stops and restarts it self going back to the same screen. Would it mean that the Hard Drive is loose and I need to reconnect it?

If the windows loading page shows up it means the hard drive is connected. Try repairing the installation.
