i don't think anything is gonna happen as a deal was never struck and it's mere speculation. i don't think shoplifting is a crime until you actually step outside the store, same shit

Joint ventures between big oilcos on leases and wells is quite common. Remember the deepwater horizon? BP was the lead on the project but it was actually a joint venture between 4 different oil companies.
