Has a US president ever effectively ended the war on drugs via the pardon power?

Given the talk by Ron Paul, Gary Johnson, Harry Browne, and Andre Marrou to pardon those convicted of federal drug offenses, the question comes to mind, has anybody actually done it, or it it just theoretical.

Well, it has been done, JFK did it.

JFK effectively eliminated the narcotics act of 1956 by pardoning almost everyone convicted under the statute. He would have done even more had he not been shot, remember usually the bulk of pardons occur at the end of a term. What's your point?

marijuana, nefariously a Schedule I drug, pays too many salaries of police, lawyers, PIC owners/employees/investors ever to be decriminalized. Huge contributors to anti-decriminalization propositions are, among others: alcohol distributors, mfrs (fearing competition for their recreational consciousness altering drugs).

The War on Drugs above all is a huge business.

It won't be done, no matter how many states decriminalize (medical) marijuana, Congress will never decriminalize marijuana. LA just voted to shut down all medical marijuana shops. The Feds were cracking down and giving everybody too many headaches.

Marijuana is also a fantastic tool for the racist, quota-filling police to imprison and mess up blacks and browns.

But in general the NatSec and the MIC are beyond control of civilians, esp restraining control. NatSec and the MIC are always amenable to any civilian push to increase their activities.
