While I can attest that weed is not performance enhancing. That's the problem....as a coach, GM, trainer etc having athletes get high will probably have them not perform at their optimal level, hence drug (weed) testing in the major sports. This is why suspensions happen and why leagues frown upon it as their "investments" can get compromised.

My opinion is that if an athlete wants to smoke up, let him and let the chips fall where they do.
