Section 1The term for members of the House of Representatives is four years with half of the members being elected every two years.
Section 2Congressional terms are limited to two six-year terms in the Senate and three four-year terms in the House of Representatives. A Senator who has served a partial term of more than three years may not be elected subsequently to the Senate more than once. A Representative who has served a partial term of more than two years may not be elected subsequently more than twice to the House. No person may serve more than twelve years in a combination of the House of Representatives and the Senate.
This amendment shall not be so construed as to affect the upcoming election or present term of any Senator or Representative chosen before it becomes valid as part of the Constitution.
Section 3Article I, Section 4 is repealed and replaced with:
The Times, Places and Manner of holding Elections for Senators and Representatives shall be prescribed in each State by the Legislature thereof, except that each State, other than States with one Representative, will have one or more multi-member districts to have the maximum number of Representatives per district, up to a limit of five per district; but the Congress may at any time by Law make or alter such Regulations, except as to the Places of choosing Senators and the multi-member districts.
The Congress shall assemble at least once in every Year, and such Meeting shall be on the first Monday in December, unless they shall by Law appoint a different Day.
Section 4Only a person, defined for this purpose as a natural person, shall provide financial assistance, or goods and services in lieu of financial assistance, to further the election of any specific person to the Senate or the House of Representatives. No person shall provide in any one calendar year to further the election of another person to Congress an amount more than forty times the average hourly wage in the United States, calculated at the time of the previous census, and rounded up to the nearest hundred dollars.
Section 5Members of Congress shall not have pensions, life insurance, health care, or tax treatment not available to all other citizens. They shall not receive other perquisites not directly related to the efficiency of their work.
Section 6Members of Congress shall not accept any money or goods or services from persons or organizations engaging in activities designed to affect legislation. They are proscribed for life after leaving Congress from engaging in paid activities designed to affect legislation.

I know because this is coming from me, this is going to be deemed partisan. But what of it is? I don't see either side gaining an advantage from this...

How is that remotely possible without a complete overthrow of the government and a brand new constitution?

Since it's proposing fantasy stuff, might aswell add Section 7 to legalize Marihuana and Section 8 mandating that Ron Paul wins an election...

I wouldn't complain too much, but I think the ramifications of actually trying to enact and maintain that might be impossible logistically.

sets a floor for the market, imho. you have to give the dummy at least $300 for the $300 donation bearing his name, written out to your designee.

People run for Congress to become (more) wealthy, and they nearly all do, not patriotically to "serve America".

I'd settle for Section 2.
