National Jewish Democratic Council denounces Rand Paul’s CPAC straw poll victory
“Regardless of political affiliation, American Jews should be alarmed that the Republican Party’s core activists have selected Senator Rand Paul to be their preferred standard bearer for 2016,” Keyak said in a statement. “Senator Paul has called multiple times to cut and end American aid to Israel, and has refused to rule out a containment strategy vis-à-vis Iran. Paul’s misguided foreign policy views are nothing short of dangerous, and his growing legitimacy among the GOP’s base is only another reason why the vast majority of Jewish Americans consistently support the Democratic Party.”

“Senator Rand Paul is quite possibly the most naïve member of the Senate when it comes to Israel. He has a consistent record of calling for cuts to Israel’s military aid and is the only Senator who refuses to rule out a containment strategy for Iran. These positions are unacceptable for anyone who claims to be a friend of Israel—let alone someone seeking the presidency. Pro-Israel Republicans have failed to stop Paul’s rapid ascent to this point. Now, with his presidential chatter, they need step up and counter his growing legitimacy within the GOP.”

Foreign aid to Israel will not stop until Israel ceases to be strategically important in the region (and Congress ceases to pander to evangelical Christians). So as long as the Middle East (and particularly Iran) remain unstable and mineral-rich, Israel will remain funded just as South Korea has been and will be. Having said that, and understanding this kind of cynicism could be misconstrued as antisemitism or anti-Zionism (it is neither), I sometimes wonder whether Israeli leadership's enduring (and increasingly absurd) reluctance to negotiate a realistic/equable compromise towards peace with Palestine is ultimately a strategy to maintain the level of US aid coming in by curating a manageable amount of strife with their weaker neighbors instead of strengthening their economy internally, addressing their monetary policy/inflation, and balancing their budget.
As to the OP, Rand Paul wants to end ALL aid to ALL nations, which strikes me as being both ideologically absolutist and not altogether well-informed about what the purpose of foreign policy is. The NJDC overplays their hand a bit with the "refuses to rule out a containment strategy for Iran" given the current policy is exactly that: containment (http://www.cfr.org/us-strategy-and-politics/new-containment-policy-iran-north-korea/p30427).
