Payton and Malone were TOSBs. Payton in particular was a round peg being asked to fit in a triangle hole - literally. Bad comparison. The 1998-1999 Lakers were all young. I think the oldest player was Jon Barry (scrub) - who was like 28.

Considering what PJ did when we were only two deep, it's reasonable to think he would have won more if the Lakers didn't jettison most of their talent that was supporting Shaq/Kobe.
