At no point did the military start to impose any rule on Boston, the city simply asked everyone to stay inside for their own safety.... nor were there extensive riots and protests, or widespread disobedience of the law (as in a large number of Boston residents breaking the law).... now, one could argue that the civilian authorities failed to maintain order and security, but that still doesn't mean the lockdown was martial law by definition, because there was no military rule being imposed....

Granted, it does seem like an overreaction, considering Dzokhar was found only after the lockdown was lifted and someone went outside, but it wasn't anywhere near martial law, tbh....
