In which way is a public execution more efficient at setting example than a private execution? 99% of potential criminals would probably not watch it anyway.

Yes, but limit the public attendance to those immediately affected who want closure. I would entertain the idea of selling tickets to raise revenue.

in a real democratic country you'll never see someone sent to a guillotine in front of thousands of inspectors tbh, that ain't the proper way to punish the criminals and would not send the right message to the public.
