The spike in 501(c)(4) groups comes after the Supreme Court’s 2010 Citizens United v. FEC (http://www.oyez.org/cases/2000-2009/2008/2008_08_205) decision that outside groups may make unlimited political expenditures. Since then, some 501(c)(4) organizations have begun abusing the system. Though groups engaged in some political activity may qualify as “social welfare groups” and receive tax-exempt status under this section of the tax code (http://www.irs.gov/pub/irs-pdf/p557.pdf), electioneering cannot be their predominant activity.

Karl Rove’s Crossroads GPS, for example, told the IRS (http://www.propublica.org/documents/item/537045-crossroads-gps-application-to-irs) that any political ads run by the group would be “limited in amount” and “would not constitute the group’s primary purpose.” Campaign finance reform advocates have argued (http://www.propublica.org/documents/item/550560-irs-letter-crossroads-gps-final-1-2-13) that, in light of more than $70 million (http://www.opensecrets.org/outsidespending/detail.php?cmte=C30001655) in “independent expenditure” ad spending, the group’s primary purpose is clearly campaign activity. But rather than register with the Federal Election Commission as a political committee, Crossroads GPS continues to claim (http://tpmmuckraker.talkingpointsmemo.com/2013/04/rove_crossroads_fec_disclosure.php) that it is not such a group and need not publicly identify its funders.

Most government employees are left of center. Does it surprise anyone that they abuse their positions to suit personal desires?

Most employees everywhere are looking for a way to make their jobs easier. A word filter does that.

But the IRS is keeping the relevant evidence secret, so you will just have to take the agency’s word for it.
I think it's individual employees abusing their power. nothing more. For the IRS to fully disclose might not be wise, when some employees under review could be innocent.
