The spike in 501(c)(4) groups comes after the Supreme Court’s 2010 Citizens United v. But the IRS is keeping the relevant evidence secret, so you will just have to take the agency’s word for it.
I think it's individual employees abusing their power. nothing more. For the IRS to fully disclose might not be wise, when some employees under review could be innocent.
