Can someone tell me what this is?

I've seen several people that look like this throughout my life time, however, i have never really payed it much attention until recently. They have almost the same facial features until you could almost say they are related but i know they're not. They also seem to have some form of mental disability, either they can't pronounce words good, or have a hearing problem or lack motoring skills and so on. I have been intrigued by it as lately i have been seeing these people more often. My question is...does anyone knows the name of the Condition?
