The FBI develops some hacking tools internally and purchases others from the private sector. With such technology, the bureau can remotely activate the microphones in phones running Google Inc.'s GOOG +1.86% Android software to record conversations, one former U.S. official said. It can do the same to microphones in laptops without the user knowing, the person said. Google declined to comment.

Big Brother is here. The mics can be activated even when the phone is off. Pretty soon all phones will be required to have non-removable batteries.

This was known, since some drug bust case a while back. That's why you see cellphones stripped of their batteries and left outside before going into any strictly confidential meeting.
