Filibuster is coming

The Senate has begun to debate House Bill 2, and all indications are that the filibuster is on.

Sen. John Whitmire, D-Houston, has threatened all day to talk the proposal to death, saying that senators have not had the proper time to review it. Plus, they’re going to have to come back for another session anyway if it is ever going to take effect, because it will remain on the shelf until lawmakers cut property taxes.

How’s this for news you can use: We’ve learned that Whitmire has put on a device that will allow him to urinate from his desk if need be, presumably without making a mess on the Senate floor.

So far it hasn’t reached that point. Right now other Democratic senators are asking questions about the bill of its Senate sponsor, Sen. Florence Shapiro, R-Plano.

The House, meanwhile, is on a break until 7:40 p.m. In case Democrats try to talk the bill to death on that side of the Capitol, Republicans have a plan to vote to cut off debate at 11 p.m., forcing a vote. Several House members have gathered on the floor of the Senate to watch the fun.
