Is the OP serious? The Spurs play in San Antonio. The Nets play in Brooklyn. Who do you think the NBA is going to favor: mexicanos or brothers?

If the nets notified the NBA of their intention to sit their players they won't be fined.

The reason the spurs were fined was because they did not notify the league prior to the decision and ended up screwing the NBA out of a nationally televised marquee matchup (that would end up being the finals matchup several months later).
