They changed the rule about half a decade ago I think, the main purpose of that decision was to avoid Mavs and Spurs fighting each other too early in the playoffs. Under the old rule the Spurs and Mavs would always rank 1st and 4th respectively (with #2 and #3 places being locked for the winners of the other two divisions), which meant Mavs and Spurs would meet as early as in the 2nd round. They were the best two teams of the whole conference back then and a WCF series featuring Spurs and Mavs would be epic, but it never happened due to the old rule :depressed
