Sure they do if intent is determined for the violent action and the incident was not seen by the referee. I know in England the FA can punish stamps, kicks, etc retroactively if not seen by the referee at the time of the incident.

Suarez will be suspended for a long while. He took 6 or 7 games the first time, 11 games when he did bite Ivanovic (Chelsea) and took 3 games for his hand during the Ghana game in the WC 2010...
He is definitely out.

It was seen by the referee and punished on the field with a yellow (maybe could've been red based on actual red that occurred later). There is no further punishment that can be given by FIFA (and there shouldn't) - the two are not remotely comparable. Suarez bit another human being, and it wasn't caught by the referee. FIFA can now retroactively punish this behavior as per the rules.

With that said; people is overreaching by insulting the whole country and making Suarez look like an assassin etc. he should be punished but denying that the way he reacts is not worse than players aiming at knees and purposely injuring other players is non sensic.

It doesn't matter what's worse. The problem is that he's a repeat offender. He's pulling this shit all the time that have nothing to do with the sport. A sport that, among other things, tries to promote :cry fair play :cry as a cause.

Uruguayan FA and squad are smart. They're building up bunker mentality, "world is against us" approach. Just have a handful of your media to pick it up and let it all build. They will use it to motivate their players to win and they have excuses if they go out. Most will probably admit Suarez was wrong a few months after the World Cup.
