NO, your reasoning is flawed because the games are different in their substitution patterns. In the nba you have unlimited subs with a really big bench (proportionally to on-pitch/court team size). In football you have 3 subs and a not so big bench (again proportional to fielded team size).

In the NBA the stars are protected indirectly, you foul lebron james hard and dirty and then haslem/some scrub from the end of the bench (dexter pittman :lol) is going to cheap shot the living life out of you while you are in air, with a big chance to injure you. If your assumption was correct we would see flagrants by scrubs on star players a lot more often. truth is, this is very rare.

One issue with enforcing clean game in a soccer field is that many times, the action goes faster than in basketball and the field and # of players is inmense compared to basketball.
