SAN ANTONIO — Oakland Raiders owner Mark Davis and two top lieutenants met recently with several San Antonio officials to discuss the potential of moving his NFL team from the Bay Area to the Alamo City, sources familiar with the matter have confirmed.

On July 18, Davis met with the officials, including Henry Cisneros, then-Mayor Julián Castro, City Manager Sheryl Sculley, Mario Hernandez of the San Antonio Economic Development Foundation, and both Richard Perez and David McGee, the president and chairman of the San Antonio Chamber of Commerce, respectively.

San Antonio has often been used as a bargaining chip for pro sports franchises trying to negotiate better deals in their own respective cities, but sources have characterized Davis' interest in San Antonio to be at least somewhat more serious. He is clearly perturbed with his current situation in Oakland, where the team's lease expires after the 2014-15 season.

Cisneros, who led the charge to build the Alamodome when he was mayor, has been described by sources as the architect of the meeting.

Davis and his associates reportedly spent two or three days here, visiting the Alamodome and other places. They also took an aerial tour of the city in a helicopter, arranged by developer Marty Wender.

With some upgrades, the Alamodome could be ready for a 2015-16 NFL season, though it would be a temporary home at best. The city has set aside funds to add suites to the 21-year-old dome, now home to the University of Texas at San Antonio Roadrunners football team and the San Antonio Talons arena football team.

If the Raiders moved here, though, Davis is expected to seek a new stadium within a few years, after the team had proved itself in the Alamo City.

Davis told San Antonio civic and business leaders he isn't seeking a “Jerry Jones-type facility” and prefers “a small, intimate” stadium that he can place “a statue of his father in front of,” a source said.

But even if San Antonio ponies up an enticing deal and Davis ultimately decides to relocate here, the two sides would still face an uphill battle. San Antonio only ranks in the mid-30s in the nation's top television markets and NFL owners — including the Dallas Cowboys and the Houston Texans — would have to vote on the deal. And whether the NFL would allow the team to leave the sixth largest media market for the 37th remains unclear.

Any team desiring to relocate would need the blessing of 24 of the league's 32 owners. Greg Aiello, the NFL's senior vice president of communications, had little to say on a potential Raiders relocation.

“We don't have any information about (Davis' meeting in San Antonio), so there is no reason for us to comment,” he said Tuesday. “We have received no applications from any of our teams to relocate at this point, so there is nothing for us to respond to.”

Though San Antonio ranks 37th in the country's top television markets, the Raiders have a significant Hispanic fan base and Davis apparently believes his team would do well in South Texas.

It appears that his meeting here has been in the works for at least a couple months. A source familiar with the talks said he had heard a couple months ago that the Raiders were interested in San Antonio. But the details of Davis' visit indicate that he could be interested in San Antonio more than just as a bargaining chip in Oakland. While here, the Raiders owner had separate discussions with Spurs owner Peter Holt and Red McCombs, who both showed interest in having a stake in the team if it were to move here. A source indicated that the beleaguered Wheatley Heights sports complex on the East Side could serve as a potential training facility, and Davis also looked at open land during his visit.

Though Holt is apparently interested in NFL in San Antonio, others in the Spurs organization aren't. There are concerns, a source said, that the Raiders, whose colors are also black and silver, could pull away from the Spurs' fan base — and their pocketbooks.

Averaged 30-35k the first three yrs for a start-up college football program that up until recently had a bunch FCS & D-II teams on its home schedule.

If they weren't really trying to improve the football side I would completely agree. But that roster has 37 new players. Believe me when I say, there is certainly some talent on the roster now. 6 wins is not out of the realm. The team is on an upswing, so with the new toys and a young improving team the fan base is going to be rejuvenated. I'll be honest I wish the Raiders stay in Oakland or at least LA. As a Jaguar fan and you of all people would know this; having your team move or being a fan of a team that is constantly being rumored and pushed and picked on by everyone to move is frustrating as fuck. I didn't just watch that team on tv. I was a season Ticket holder. I have real memories win or lose.

Agree that if the team improves the fanbase could be revitalized. That improvement is far from a sure thing though, and if I had to bet--simply bc of the bad stigma surrounding Jacksonville--I'd probably put my money on them continuing to be bottom dwellers. Best of luck though.

New Orleans was fortunate to have a NBA ready arena built in the late 90s when the Hornets were looking to move. It was a quick fix for the team to find a new home.

San Antonio would do fine with a NFL team. However, like New Orleans, the city would struggle with a MLB team.

Bad stigma has nothing to do with winning or losing. Fact is that the Jags won a total of six games in two years and still beat 6 other NFL teams in attendance. It's a fact. No one can change that. It shows that the fanbase is there to support. They're just waiting for something decent to support. When they get it the fanbase will over flow with renewed excitement. Jacksonville is a rabid football town. The media gives it a bad rap because it doesnt have the record strip club per capita like Tampa. Or it's not a huge TV market like New York or has tradition like Green Bay or Dallas. But think about the San Antonio Spurs and how fortunate we are to have the success and run that we've had. Even before the Championships the Spurs have always been playoff bound. Lets say you reversed the Spurs with the Clippers in San Antonio. I bet San Antonio would be shitted on just as bad as Jacksonville. I think that averaging over 50000 fans even while being bottom feeders and worst in almost every statistical category is proof that it's not a shitty fanbase. It's just that it was a pooly run football team. That's changing...

as a raider fan i'd disagree. when your franchise has a "stink" on it, you aren't getting good players willing to join your team. a guy in his prime or getting his first post-rookie contract isn't going to want to go to oakland or jacksonville and have their careers murdered. you have to overpay for players, or get past-prime talents in the meantime, which hampers the team. teams have to turn it around with incredibly strong draft classes that can get the team moving in a positive direction, and having a stable quarterback always helps

but what im reading is that the coaches has been tinkering with his mechanics and hes adjusted really well. According to the twitter updates hes had a better camp than henne albeit strictly running with the second unit. our rookie WRs are also having a really good camp while cecil shorts has been out due to injury. I cant fucking wait for preseason! hopefully they start bortles by week 10, as with Carr, because both teams should be out of playoff contention :lol

as a raider fan i'd disagree. when your franchise has a "stink" on it, you aren't getting good players willing to join your team. a guy in his prime or getting his first post-rookie contract isn't going to want to go to oakland or jacksonville and have their careers murdered. you have to overpay for players, or get past-prime talents in the meantime, which hampers the team. teams have to turn it around with incredibly strong draft classes that can get the team moving in a positive direction, and having a stable quarterback always helps

Excellent post and agree with all your points made. I was going to wright this long historical Jaguars post. But the bottom line is that the City of Jacksonville and Jaguar fans hit the lotto when Shahid Khan bought the team. He has hired some corporate monsters! Then he hired up and coming coaches and Gm. The team is on an upswing and we actually made some smart non expensive moves in FA. The Jags were active but very smart. I guess that is the difference between the Jaguars and Raiders right now. The Jaguars, City and corporate sponsors are putting their money where their mouth is. This alone was huge. The Raiders on the other hand have none of that going for it right now. It's sad.
