I have the same thing. It was a number of things when that happened to me. I had AVG running at the same time and ZoneAlarm installed, so other firewalls were preventing Norton from accessing those updates. I had to uninstall Norton along with those other things and reinstall it.

Buy a router and get rid of NIS. It's bloated garbage.

Norton Internet Security blows.

Get a hardware router and put it in front of your computer.

Download:

Avast Antivir or AVG
Sygate Personal Firewall (software)
Spybot

Unplug from Internet
Uninstall all Norton's crap from Control Panel
Install all the above.

Reboot. Enjoy life, and more free ram on your system.

Norton sucks. I use ZoneAlarm and it is very good. It has already protected my comp a few times. Plus, you get spyware protection and popup blocker.

Sometimes Norton can not update if you don't have Windows fully updated first.
