Excuse my ignorance tbh, I stumbled upon this article. My question is, why is FXX bidding on this when they are under the same umbrella as FOX? It's all the Fox Entertainment Group Right?

No, Fox has three different divisions...Fox Entertainment, Fox Sports, and Fox News. News and Sports are headquartered in New York, Entertainment is headquartered in LA at the studio.

they're throwing all the Simpsons on FX Now later this month. May have to revisit the first 8 seasons or so

I majored in business. The answer is simply supply and demand. Synergy and time value of money. Plus stars, cash cows, dogs, and problem children (questions marks).
