At least eight of the eleven City Council members are prepared to offer the city manager's job to Sheryl Sculley of Phoenix, three sources told the San Antonio Express-News on Sunday.

A highly regarded assistant city manager in Phoenix, Sculley has agreed to accept the position, sources added.

The council is expected to vote on the offer Thursday.

Neither Sculley nor Mayor Phil Hardberger could be reached for comment.

Sculley agreed to a tentative deal last spring, then withdrew as a candidate after learning she did not have unanimous council support.

Terms of the proposed offer – a base salary of $265,000 plus perks that pushed the package to more than $300,000 – sparked a public outcry.

Sources say Sculley has agreed to a new deal that’s less than the original. Her new base is said to be “a little lower” than $265,000.

Sculley has also dropped another demand: She will take the job without unanimous council support.

Council members Delicia Herrera and Roland Gutierrez are said to oppose the deal. Councilman Roger O. Flores is undecided.

The three council members, sources say, want to interview other candidates.

“There’s a little friction because of that,” one City Hall employee said.

Sources told the Express-News one designated council member has been negotiating with Sculley at least since July.

Within the past two weeks, Sculley flew into San Antonio, below the media’s radar, and met with new council members.

From the beginning, Hardberger said he wanted Sculley to re-apply for the position.

Hardberger said he liked her drive, her reputation, and her record of achievement in Phoenix.

Two months after taking office, it appears Hardberger will get his wish.
