If they intentionally deflated balls to gain a competitive advantage, which it appears they did, it was likely the equipment manager's doing by direct orders of one or more of the coaches, likely the head coach. I'm with FkLA. I think the balls were inflated to the lower end of the 'acceptable' spectrum and that when they were exposed to the cold weather they fell just below. Maybe one of the balls was kept close to a heat source or something on the sideline and never exposed to the cold like the others.
