Timothy Duncan, who was serving 25-years after being convicted of sodomy in February 2001, dieded Tuesday, according to prison officials. He is the fourth inmate to be killed at the prison in the past 13 months and the sixth inmate to be killed in the past 30 months.
Duncan, who died on his birthday, was transported to a local hospital where he was pronounced dead, prison officials said. The official cause of death is pending autopsy results.
The head of a prison reform group, the Equal Justice Initiative, said on Tuesday that Duncan's death showed that the "situation is quite critical" at the prison.
"Absolutely some action has to be taken to change the status quo there," said Bryan Stevenson, EJI executive director.
Three months ago, Stevenson called for new leadership after 36-year-old St. Clair inmate Jodey Waldrop (http://www.al.com/news/index.ssf/2014/06/top_alabama_prison_reform_grou.html) was killed.
Stevenson urged Alabama Department of Corrections Commissioner Kim Thomas to remove St. Clair Warden Carter Davenport and appoint new administration to address what it claimed was rising violence at the Springville prison.
An AL.com investigation showed that Davenport beat a handcuffed inmate in thehead (http://www.al.com/news/index.ssf/2014/06/prison_secrets_poring_through.html) during a transport. The incident was never investigated.
An ADOC monthly report from June showed that St. Clair was at 130.7 percent overcapacity with 1,286 inmates.
