like for instance, a player is given a contract extension, can it change the overall deal and lower the current year of the deal, similar to how the NFL does it?

Correct.
• A new "renegotiation and extension" provision allows an existing contract to be renegotiated so the player is paid a smaller amount over a longer period, but the player's salary cannot decrease by more than 40 percent. Renegotiations previously could only increase a player's salary.

And from the old CBA:
53. Can existing contracts be renegotiated?
A contract for four or more seasons can be renegotiated after the third anniversary of its signing, extension, or renegotiation that increased any season's salary by more than 8%. Contracts for fewer than four seasons cannot be renegotiated. A contract cannot be renegotiated between March 1 and June 30 of any year. Only teams under the cap can renegotiate a contract, and the salary in the then-current season can be increased only to the extent that the team has room under the cap. Raises in subsequent years are limited to 10.5% of the salary in the first renegotiated season. The renegotiation may not contain a signing bonus. Contracts cannot be renegotiated downward (players can't take a "pay cut" in order to create salary cap room for the team) or to contain fewer seasons.

Johnny Ringo telling us all how terrible Tony Parker's contract is again in 3...2...1

The Spurs could use the stretch provision on Parker, waiving him and paying his remaining $43.3M in guaranteed salary over the next 7 years. I think that would lower his cap number from the current $13.4M to $6.2M. However, it leaves a hole in the lineup and damages fan relations (the fans still by and large love Tony; ST is hardly a representative sample).

2015-16 $13,437,500
2016-17 $14,445,313
2017-18 $15,453,126
Total $43,335,939
I believe that near to the lowest 2015-16 salary could go:
2015-16 $9,646,141 saving $3,791,359
2016-17 $10,429,260
2017-18 $11,210,380
2018-19 $12,051,158
assuming Tony Parker completely takes one for the team.
To me this is rational for the Spurs only if the $3,791,359 (or some lesser amount) permits the acquisition of a difference maker. Otherwise, I don't think the Spurs would want Parker on the books for 2018-19.
To me this is rational for Parker only if Tony believes the difference maker significantly ups the chance for another ring AND/OR Parker believes that he wouldn't get a vet minimum deal in 2018-19.

Why is a guy that has taken below market deals his entire career going to renegotiate his last contract to take less money when he already signed that contract at a reduced market rate given that he was in the MVP discussion at the time?

That is the truth.

Parker has never truly taken a major pay cut, he has made roughly 20% of the cap since 2005-2006. Why hasn't he made more before? Tim Duncan.

Conley not signing an extension. Just wait a year and dump Parker next offseason when it won't be a big hit on people's caps.

We should keep losing with Tony and give him good money to show loyalty.
Pay him because he used to be good, pay him for his production and ppg.
Yes.
