Louisiana had the highest rate out of all 50 states and has strong gun-rights, but so does New Hampshire, the lowest. The key seems to be DEMOGRAPHICS above all.

The biggest reason for Louisiana's high rate is New Orleans. There's a murder or 10 every night. That's a liberal city as well compared to the rest of the state.
