Tentative optimism that New Orleans’ death toll from Katrina might be far lower than first projected has given way to somber reality over the past 36 hours as search and rescue squad turn up bodies by the dozen in the hardest hit areas of the city.
By mid-afternoon Friday, the black triangles used to designate human remains were multiplying on an emergency command center map. Federal Emergency Management Agency rescue squad liaison Charles Hood said a spike in discoveries Friday has started to take an emotional toll on rescue workers.

“Parts of the city have become a target-rich environment for human remains,” Hood said. “We’re just now getting into the areas that experienced the most rapid inundation.”
Large chunks of the city, including parts of Gentilly, the Desire-Florida area and Upper 9th Ward, have revealed tell-tale signs that the two breaches of the London Avenue Canal led to a rapid rush of floodwater that caught scores of residents off-guard. The surprise factor was only worsened in that the fast-rising water, more than 12 feet in spots, came well after the storm had passed.

My, I wonder why NOLA chose to bury this story in the back-pages? Perhaps they didn't want to let all the administration spin about the death toll in NO not being that bad go to waste?

What the hell are you talking about? They govt said there would be more bodies after the water goes down. Dude your like a vulture looking to get off on some dead corpses. If anything this makes the local government of democrats look bad.. not Bush.

Yeah, and I'm still waiting for a rational explanation why it makes sense to blame the Local and State government when the WH wrote the freaking book, and dictated the rules, on how the FEDS should handle a natural disaster like Katrina.

Dan...for the 104,397,594,764,506,450,687 time...the State and Local Government had authority over all Federal Responses...they had the responsiblity for the evac.
You can pretend it isn't true...but that doesn't change the fact that it is true.
If you look in the constitution you will it's true.
If you look up Posse Commititaus you will see it's true.
If you look up the Stafford act you will see it's true.
If you look up Federalizing the Guard you will see it's true.
If you look up Incidence of National Signifigance you will see it's true.
If you look up City, State, and Federal States of Emergency you will see it's true.
You know why you will not ever find anything to clearly state the Fed was in charge of this response? Because it isn't true...it isn't possible under existing laws for it to be true.
The only way the Fed could have controlled the first responders is if the State and Local Governments could not convene...then the Fed could have declared a state of Martial Law...intself a dicey proposition since there is no allowance for Martial Law in the Louisiana Constitution...and any state of Martial Law would only have been temporary.
The Fed has admitted their responsibility in not being prepared for the enomority of the disaster...is getting bogged down in beaurecracy in their response...
But you are trying to attribute the State and Local Governments failures to the Fed...you are trying to put every last bit of this on the FED...
You are wrong...the State and Local Response was total and absolute incompetence and the blame for this catastrophe begins with them(and of course all the idiots who could have left but didn't).

Whott, we've talked extensively about each of your 6 If's and in each case you have been unable to prove conclusively that the the FEDS did everything they needed to do under the both the Stafford Act (http://www.fema.gov/library/stafact.shtm) and the WH's own National Response Plan. (http://www.dhs.gov/interweb/assetlibrary/NRPbaseplan.pdf) Everytime I bring this up you pretend like they don't exist, or you go off on a fit. Then you haven't been listening to new initiatives by the admistration to get Federal Authority over the States in situations like this to avoid the potential incompetencies of local governments. And all commentary indicates that a presidential administration has tried this before and the Governors came unglued, basically, at the mere thought that they lose control over something.
Actually, you're the one that posted the news link to the story. Why would they make a big deal out of an administration getting more power over the states if they already have that power? It's because right now they DO NOT....however you choose to interpret the Stafford Act, they absolutely do not have the power over the State's authority that you think they do.

Hurricanes won't stop targeting the Atlantic and Gulf states just because foreign terrorists have the nation in their crosshairs. Yet FEMA's budget has been cut each year since 2003. Its staff is down by 500, resulting in the loss of one of three emergency management teams. Local governments, which rely on FEMA when a natural disaster hits, warned that the agency's services were becoming thin. Little attention was paid.

Conservatives, or at least the ones that I have seen post in political forums, are physically unable to form rational, logical plans, nor are they able to admit fault on anything.
You could have a video tape of Bush saying "I am not going to cancel my fishing plans over some silly hurricane, just because some stupid Democrat asked for help." and they would still say it just proves how committed and disciplined he is...
