The match between Germany and the Netherlands was canceled. According to police in Hanover, there was evidence that a bomb attack was planned at the stadium. According to Lower Saxony's Interior Minister Pistorius no explosives were found. Also, there were no arrests.

It's the next step tbh. Have ambulances/rescue cars come in to terrorist scenes and explode while rescue/police crews are helping out.

Double shock value.

Update: 3:51 p.m. EST -- A German official indicated that previous reports were wrong and that explosives had not been found in Hannover. German officials earlier indicated that there was a "serious threat of explosives," which led to a hurried evacuation of the soccer stadium where Germany was scheduled to play an international friendly game with the Netherlands.

Plans of anticipated Hanover attack revealed:

Quick translation:

The plan was: 5 Attackers - 4 Explosives. Four expolsive devices inside the stadium, one filming the explosions. They wanted to get in with a vehicle like an ambulance. Later, an attack on a train station should happen. All of this information came from an foreign intelligence service (probably french). But no explosives have been found.
