Republicans gathered here this week are poised to debate a package of sweeping proposals that would fundamentally alter the power of the party.

Ken Cuccinelli, a former Virginia attorney general and 2013 GOP gubernatorial nominee, is proposing a series of changes that would diminish the authority of the Republican National Committee chairman and give greater control to what he describes as “grassroots conservatives” who, he argues, have been disempowered by GOP leadership.

In an interview, Cuccinelli, a prominent conservative with an anti-establishment streak, said his controversial package would be unveiled later in the week on the RNC’s Rules Committee. One of the biggest changes he’s proposing is to strip the RNC chairman of their power to decide who heads the organization’s committees. That power would instead be transferred to the RNC’s individual 168 members.

“I think you’re going to see an extensive set of proposals that push the power of the Republican Party toward grassroots conservatives,” said Cuccinelli, adding that the goal was to “de-centralize” power in the party. “This moves a lot of the authority and direct power to the members of the RNC.”
