I know it's basically how we got Michael Finley, but what is it and what are its ramifications?

Basically, the amnesty clause is a means to escape some of the tax burden by getting under the tax threshold. A team was allowed to waive any player and lose that player's salary from the tax threshold calculation. The team still had to pay the player's contract, and the contract still counts against the salary cap, but the amount is no longer included in determining if that team owes luxury taxes or how much the team owes.

It was a one-shot deal, though; exclusive to the summer of 2005.
