I can't believe people still say that Parker can't shoot. That stopped being true a long time ago. He is really good from midrange, though that's a low-value skill.

I think he's more effective from midrange as a high volume shooter. This tends to be an issue for aging point guards. When it's falling he's extremely effective still though.

And it shouldnt be. There are two players that can consistently hit a stopper at the elbow. Tony and kawhi.
