Toronto can now offer five years, $190 million next summer since the Bird Rights transferred, while everyone else can only offer four years, $140 million.

The whole point of the supermax was to keep big market teams from being able to poach small market stars, so it wouldn't make sense for it to be transferable the way Bird Right are for instance.
