If you pull back a bit and look at the entire picture, what you see is that we are more aware today of every little hiccup in society anywhere in the civilized world. I think expansion of freedom will eventually equate to the appearance of what you're referring to. Just imagine how well behaved Nazi Germany was, or how self aware they were, especially the citizens. In fact, any society that has overpowering oversight will have the appearance of structure and order but a clean bedroom and spotless home doesn't make a happy family.
