damn, my parents would have been rendered indigent if it were enforced with exactitude.

fortunately for me and my family, the law was never enforced that way.

According to Legal Beagle, as of December 2018, those states include Arkansas, California, Louisiana, Maine, Oregon, Utah, Vermont and Virginia.
