No one has to be ‘out’ for those two to be active. They are both on the 15 man roster.

Yeah, they're both on the 15, but you can only have 13 active for the game. So someone else besides Murray has to be inactive for those guys to both be dressed. Could easily just be Pondexter. The Spurs have had so many long-term injuries this year that it's seemed trivial for the 13-man active roster to be brought up, but now they have 14 healthy bodies plus their two two-way guys. Someone has to be a healthy scratch every game, more if the two-way guys get activated.
