My theory is that the Spurs have been good for a long time, and the Wizards/Hornets/Hawks usually suck. But DC seems to stand out by being more pro-Spurs than any other visiting arena I can think of. That military thing could be it.

There are a good amount of Spurs fans at home games for the Mavs and Rockets, but enough of the home fans hate the Spurs that they usually don't let the Spurs fans there turn it into a neutral-site game like the DC fans do.

I don't' know how the tiebreakers work in the new system, but dropping from 3 to 4 would be a giant-sized disaster. Not only would it give them less of a shot at 1, but it also increases their chances a LOT of winding up with 5,6, or 7.
