Brees would have won a title with those Chargers teams if he had stayed. They were always more talented compared to what he had in NOLA especially in 2006. Brees has pretty much been let down by his defense the entire 2010s.

Who knew that building a Super Bowl team that goes 13-3 in the regular season was as simple as having under the table bounties that got paid out for big hits. Not sure why the perennial bottom feeders like the Jets or Browns haven’t tried that one yet, they for whatever reason seem a lot more focused on trying to acquire a franchise QB who could emulate what Brees did in 2009 rather than what the 2009 Saints defense did.

Just imagine how good a team would be if it emulates bountygate AND spygate! It’d probably win every super bowl for the next 10 years.

Regarding the actual OP, Brees is superior to Philbilly in terms of raw stats too, not just ring count. Not sure if he wins with that 2006 Chargers team - it was overrated and benefited from a laughably easy schedule - but I’d take him over Rivers.
