In my opinion they point about isolating this to nursing homes isn't to say the people in there don't matter but to say that the method being used for both counting and dealing with these problems should be investigated. The counting issue is a real issue if we're going to do comparisons and make value judgments based on numbers. Otherwise the numbers aren't really anything except for trends.
