He said although the U.S.-supported opposition leader never paid up, Goudreau continued with the operation, which included the two American soldiers and around 60 locals.

He also admitted overcharging the U.S. military in an amount exceeding $35 million. More than two dozen other people also pleaded guilty in the corruption case.

Francis was awaiting sentencing when he disappeared. He was subsequently arrested at Simon Bolivar International Airport and had been detained in Venezuela ever since.

According to the U.S. Attorney’s Office, Francis is expected to appear in a Florida federal courtroom on Thursday, when prosecutors will argue for Francis’ removal to San Diego.
