He was tasked specifically to investigate Russian interference and possible collusion with the Trump campaign. Part of that investigation landed people in jail, ended up with indictments against Russian officials (which we'll likely never catch), and also spawned possible obstruction of justice.

It's all very serious stuff and we can opine about what it means, esecially the obstruction of justice claims, but it's undeniable that the conclusions specifically says there's not enough evidence to make a case that the Trump campaign colluded with Russia.
