One potential problem is that if a congregation doesn't get infected, it might get more lax in its mitigation measures (if it has any). Once a spreader does get in there, the impact could be worse than if it had happened the first week.

The median age has risen. ICUs are being strained. It's sneaking into nursing homes now.

They won't be. I agree with that. Even if Cuomo perfectly protected the nursing homes, their death rate would still be unprecedented. And it has nothing to do with policy decisions. New York City in the early-Spring is like the perfect ground zero for a virus like this. But as I've said, "At least we're not New York" shouldn't be a goal. The new hot spots around the country will likely creep closer to Italy's death rate over their plateaus. Remember when the goal was not to be Italy?

Once New York started taking heat for coronavirus deaths in nursing homes they stopped counting a nursing home patient who died in a hospital as a nursing home death. The number is much higher than 20% of their deaths.

Thing is, I don't blame either governor for nursing home deaths. I'd bet dollars to donuts staff fucked up by not strictly isolating Covid positive patients. Now we can blame Cuomo and/or DeathSentence for not better protecting the patients in these facilities given the reputation of how shitty most nursing homes are, with all the reports of staff stealing from patients, abusing patients, and what ever else goes on in these elder care hell holes, but again, I won't accuse either of what is essentially manslaughter without facts. If we get corroborated witness testimony that Cuomo had options and chose the nursing home option in bad faith (i.e. to perhaps save money or make nursing homes/insurance companies more money), then string him up.
Also consider the some lab are doing batch testing. They're mixing samples together up to 10 in a sample and if it's negative then they are all negative but if it's positive then individual samples will get a retest. These may get reported initially as all positives since they all tested positive. They will do this to preserve reagents and instrument time along with personnel of course. Man hours count.

No, I just want evidence. TSA linked an article that revealed Cuomo received contributions from nursing home executives, which could prove motive, i.e. sending patients there which would obviously increase the revenue of these places.
As for Trump, he shoulders a big share of the blame. I'm not going to break it down into percentages, but his legacy is summed up in one tweet for me on Feb. 26. "Nothing to worry about. Covid under control. Stock market looking up!" While republican senators were selling off stock.
Then he had his official state media Fox downplay the virus for a month.
