It appears the 3 police officers had him either on his knees or on the ground and failed to cuff him, i think its safe to assume the reported tazing happened at some point during that attempt. So more details are coming out now. He had a knife but not on his person. And they did attempt to taze him. Felony warrant and non-compliant. Police were there because he was acting looney and stole some lady's keys. Looking more and more like it was justified. But 7 slugs to the back is a bit much.
