This is a really big deal.
The supply chain attack used to breach federal agencies and at least one private company poses a “grave risk” to the United States, in part because the attackers likely used means other than just the SolarWinds backdoor to penetrate networks of interest, federal officials said on Thursday. One of those networks belongs to the National Nuclear Security Administration, which is responsible for the Los Alamos and Sandia labs, according to a report from Politico (https://www.politico.com/news/2020/12/17/nuclear-agency-hacked-officials-inform-congress-447855).
“This adversary has demonstrated an ability to exploit software supply chains and shown significant knowledge of Windows networks,” officials with the Cybersecurity Infrastructure and Security Agency wrote in an alert (https://us-cert.cisa.gov/ncas/alerts/aa20-352a). “It is likely that the adversary has additional initial access vectors and tactics, techniques, and procedures (TTPs) that have not yet been discovered.” CISA, as the agency is abbreviated, is an arm of the Department of Homeland Security.
Elsewhere, officials wrote: “CISA has determined that this threat poses a grave risk to the Federal Government and state, local, tribal, and territorial governments as well as critical infrastructure entities and other private sector organizations.”
Reuters, meanwhile, reported that the attackers breached a separate major technology supplier (https://www.reuters.com/article/us-usa-cyber-breach/suspected-russian-hacking-spree-used-another-major-tech-supplier-sources-idUSKBN28R2ZJ?il=0) and used the compromise to get into high-value final targets. The news services cited two people briefed on the matter.
The attackers, whom CISA said began their operation no later than March, managed to remain undetected until last week when security firm FireEye reported that hackers backed by a nation-state had penetrated deep into its network (https://arstechnica.com/information-technology/2020/12/security-firm-fireeye-says-nation-state-hackers-stole-potent-attack-tools/). Early this week, FireEye said that the hackers were infecting targets using Orion, a widely used network management tool from SolarWinds. After taking control of the Orion update mechanism, the attackers were using it to install a backdoor that FireEye researchers are calling Sunburst.
Sunday was also when multiple news outlets, citing unnamed people, reported that the hackers had used the backdoor (https://arstechnica.com/information-technology/2020/12/russian-hackers-hit-us-government-using-widespread-supply-chain-attack/) in Orion to breach networks belonging to the Departments of Commerce, Treasury, and possibly other agencies. The Department of Homeland Security and the National Institutes of Health were later added to the list.

“This APT actor has demonstrated patience, operational security, and complex tradecraft in these intrusions,” officials wrote in Thursday’s alert. “CISA expects that removing this threat actor from compromised environments will be highly complex and challenging for organizations.”
The officials went on to provide another bleak assessment: “CISA has evidence of additional initial access vectors, other than the SolarWinds Orion platform; however, these are still being investigated. CISA will update this Alert as new information becomes available.”
The advisory didn’t say what the additional vectors might be, but the officials went on to note the skill required to infect the SolarWinds software build platform, distribute backdoors to 18,000 customers, and then remain undetected in infected networks for months.
“This adversary has demonstrated an ability to exploit software supply chains and shown significant knowledge of Windows networks,” they wrote. “It is likely that the adversary has additional initial access vectors and tactics, techniques, and procedures that have not yet been discovered.”
Among the many federal agencies that used SolarWinds Orion, reportedly, was the Internal Revenue Service. On Thursday, Senate Finance Committee Ranking Member Ron Wyden (D-Ore.) and Senate Finance Committee Chairman Chuck Grassley (R-Iowa) sent a letter (https://www.finance.senate.gov/imo/media/doc/121720%20Grassley%20Wyden%20Letter%20to%20IRS%20RE %20SolarWinds%20Hack.pdf) to IRS Commissioner Chuck Rettig asking that he provide a briefing on whether taxpayer data was compromised.
They wrote:
The IRS appears to have been a customer of SolarWinds as recently as 2017. Given the extreme sensitivity of personal taxpayer information entrusted to the IRS, and the harm both to Americans’ privacy and our national security that could result from the theft and exploitation of this data by our adversaries, it is imperative that we understand the extent to which the IRS may have been compromised. It is also critical that we understand what actions the IRS is taking to mitigate any potential damage, ensure that hackers do not still have access to internal IRS systems, and prevent future hacks of taxpayer data.

Why would This adm lie and put Russia as the culprit when this admin constantly tried to blame China and Iran for just about everything they could. Russia was mostly hands off. Trump would have never signed sanctions against some Russian oligarchs if his party did not force his hand early on in his tenure. And then we have the supposed problem of a giant colluding deep state ready to shit on the current adm to drive the orange man out.
Trump has checked out on anything involving emergencies. He is still hung up on his loss and surely planning on how he will escape the shitstorm coming his way from all directions.. Biden won’t/can’t overstep. So we probably get very little out of them. Not that we could believe Trump anyway.
So fair point. It’s hard to know what to believe with the most recent lack of honesty precedent set by the red team.
I should also add it may not be easy for the general public to understand what the evidence is. This might be due to complexity and the possibility that releasing evidence then closes the door on the ability to keep using the same techniques to continue assessing damage. Tracing hacks is not something I understand well except the possible difficulty I have mentioned above through reading. I have also read part of the investigation involves signature techniques the hackers use. And that this might not be good to make public. So I think “official” statements without the evidence required might be all we get. And “we” might not fully appreciate the evidence anyway.

Pompeo actually wants to get this right imo. This is not his usual berating the godless Chinese or misguided Islam in Iran. Putin has even been kind to the Russian orthodox Christians which is very important to Pompeo I would think.

State Department closes two consulates in Russia:
The U.S. State Department is shutting down its consulate in Vladivostok, Russia, and suspending operations at one in Yekaterinburg, officials confirmed on Friday.
Secretary of State Mike Pompeo consulted with Ambassador John Sullivan before deciding to implement the changes which the department says will "optimize the work of the U.S. mission in Russia," a spokesperson said in an emailed statement.
The move is part of U.S. "ongoing efforts to ensure the safe and secure operation of the U.S. diplomatic mission in the Russian Federation," the official wrote.
They added: "The resulting realignment of personnel at U.S. Embassy Moscow will allow us to advance our foreign policy interests in Russia in the most effective and safe manner possible."
The closures mean the U.S. Embassy in Moscow will be the only remaining U.S. diplomatic outpost in Russia.
