Lots of people still need water. Leadership is sometimes less about the specific results of your efforts and more about the example you're showing.

For example, if our former President had himself adhered to COVID protocols recommended by experts instead of trying to appeal to conspiracy theorists and COVID deniers, tens or hundreds of thousands less people might be dead. Not because he would have avoided spreading it himself, but because more people might have followed his lead on that instead of the other.

You just illustrated that any meaningful impact could be just as easily done remotely. If he stayed in Texas, maybe he doesn't even have power. He'd have to be in DC, which means he would be on the phone.

Optically it's a mess for him. Realistically the net effect on the people of Texas is the same. Since no one really knows what the other senator is doing, obviously there's no impetus for senators to actually do anything. This means it's really just a PR issue that he left. Ted Cruz wouldn't have helped Texas whether he stayed or left and your response illustrates that quite well. Is Cornyn doing the things you mentioned? Obviously he didn't go to Cancun. Or is he just sending out tweets?

So had Cruz stayed and done nothing, no one would be discussing it.
