Plagued by infighting and targeted by a sprawling investigation, the National Rifle Association has found itself entangled in a legal web of its own making, several experts told ABC News, as a federal judge considers the fate of the organization's widely scrutinized bankruptcy case.

The historically unprecedented state-wide freeze last week calling for the deployment of Emergency Operations to help stabilize the Texas energy grid is over, yet the repercussions are just beginning for utilities and their customers across the state in terms of the impact to their energy bills.
Obviously, there are many questions our members have due to the information you are hearing in the media. While we do not have all the answers right now, what we know is residential customers can expect an increase in their upcoming bills driven by two primary factors.
The first is through an increase of kilowatt-hour usage during last week. Freezing temperatures lingering for consecutive days caused many central heating systems to operate in emergency heat mode, utilizing heat strips for long periods of time. Multiple days of this type of energy use, compounded by the additional operational strain from rotating outages, significantly raised individual usage during this period, which will result in a higher bill.
The second element at play was pricing of wholesale power throughout the week, specifically during the Emergency Energy Alert Level 3. With ERCOT ordering rotating outages, GVEC was forced to purchase certain allocations of power at $9.00 per kilowatt-hour, up from the more traditional $0.06 per kilowatt hour. This extreme level of pricing has never happened, for the extended and continuous lengths with which we saw, in the history of the ERCOT competitive wholesale market. Add to that a rise from around $2.00 to $180.00 per MMBtu of natural gas prices, commonly used to price electric energy products, and you have electric costs being so high that some entities are going bankrupt and others are scrambling to ensure they have enough cash to survive.
The positive news is that due to the strong financial position GVEC has held for years, as a result of our long-term financial strategy to hedge against large market fluctuations, GVEC will not have to immediately pass the high costs experienced last week to our members. While GVEC will likely need to raise the Generation and Transmission rate, the good news is that GVEC, as a direct result of our strong financial position, has the ability to structure rate changes to help minimize the direct burden to our membership. GVEC is considering all options to design a rate that will recover the necessary costs over multiple years and lessen the overall impact to our members, as much as possible. As soon as plans are solidified, we will communicate directly with you.

U.S. trustee opposes NRA bankruptcy petition in blow to gun rights group.
A U.S. bankruptcy administrator asked a federal judge Monday to dismiss the National Rifle Association’s efforts to declare bankruptcy or appoint a trustee or examiner to oversee the gun rights organization — a setback for the group at the close of a federal court hearing to consider its petition.
The recommendation bolstered the arguments of New York Attorney General Letitia James (D), whose office has fought the NRA’s attempts to relocate from New York to Texas, and came after senior NRA executives acknowledged in court testimony that they received lavish perks.
Lisa Lambert, a lawyer with the U.S. trustee’s office, which participates in bankruptcy cases to protect taxpayer interests and enforce bankruptcy laws, told the court that the evidence presented in the hearing showed that the group lacked proper oversight and that personal expenses were masked as business costs.
Adam Levitin, a bankruptcy expert at the Georgetown University Law Center, said the position of the trustee, a Justice Department official who typically remains neutral in a bankruptcy proceeding, does not bode well for the NRA.
“I don’t see how the NRA pulls off a win here,” he said, adding: “I think it’s pretty clear that the NRA loses. The real question is what the remedy will be.”
On Monday, NRA lawyer Greg Garman expressed disappointment in Lambert’s comments, saying: “We have natural enemies. This Department of Justice may not see eye to eye with the National Rifle Association, but so be it, we have done the right thing.”
The NRA began considering bankruptcy last year after James filed a lawsuit seeking to dissolve the gun rights organization, alleging that senior NRA executives used the organization to benefit themselves and their friends.

Putin orders new gun control regulations after school shooting kills 8.
Russian President Vladimir Putin on Tuesday ordered the Russian Federal Service of National Guard Troops to start working on new gun regulations following a school shooting that left at least eight people dead, according to the Kremlin.
Driving the news: A gunman on Tuesday morning attacked a school in the city of Kazan and killed seven students and one teacher, while leaving 21 other people hospitalized, AP reports.

The suspect was 19 years old and the firearm used was registered in his name, said Rustam Minnikhanov, governor of the Tatarstan republic where Kazan is located, per AP. It is not yet known what type of firearm was used.
"While school shootings are relatively rare in Russia, there have been several violent attacks on schools in recent years, mostly carried out by students," AP notes.
The big picture: The new gun regulations will be focused on the types of firearms that are available for civilian use. "Applicants for a firearm’s license must pass psychological exams and own a smoothbore shotgun for a trial period before obtaining a rifle," The New York Times writes.
