first off, this bill is about way more than ID
but there are issues with how the ID laws are implemented themselves. as for your example, less than half of americans have a passport. there are also weird instances where certain types of ID are allowed, and others aren't. like when North Carolina tried getting their voter ID law in place, they specifically excluded state employee IDs or government assistance IDs, while allowing other types. texas allows handgun licenses as valid photo ID, but not student IDs. these arent random decisions.
and then bigger picture, these laws are solutions looking for a problem. there has never been evidence of any form of widespread voter fraud that would actually impact federal elections

but there are issues with how the ID laws are implemented themselves. as for your example, less than half of americans have a passport. there are also weird instances where certain types of ID are allowed, and others aren't. like when North Carolina tried getting their voter ID law in place, they specifically excluded state employee IDs or government assistance IDs, while allowing other types. texas allows handgun licenses as valid photo ID, but not student IDs. these arent random decisions.
and then bigger picture, these laws are solutions looking for a problem. there has never been evidence of any form of widespread voter fraud that would actually impact federal elections

City of Atlanta Pulls Out of Georgia
ATLANTA —In the latest blow to Governor Brian Kemp, the city of Atlanta announced that it would be leaving the state of Georgia to protest its discriminatory new voting law.
In a press conference on Monday,
Atlanta revealed that it will be relocating its sports teams, hospitality industry, and entire 136.8 square miles of land to another state yet to be determined.
Kemp attempted to put a brave face on the situation, even though the departure of the state capital means that he no longer has an office in the state that he governs.
“If Atlanta thinks I can’t get the business of Georgia done without it, then Atlanta is gravely mistaken,” Kemp, speaking from his room at the Quality Inn in Jesup, said.
News of Atlanta’s decision touched off a bidding frenzy among states eager to host it,
but the city indicated that it was only interested in moving to a state that makes it easy for its citizens to vote.
“We’re taking offers from Oregon and Washington State very seriously,” Atlanta said.
“We let the call from Texas go straight to voice mail.”

Buried in the new Georgia law are three provisions related to the ability to conduct mass challenges of voter eligibility.
The first states simply (https://www.democracydocket.com/wp-content/uploads/sites/45/2021/03/SB-202-substitute-.pdf) that “[t]here shall not be a limit on the number of persons whose qualifications such elector may challenge.” In other words, mass challenges are now expressly provided for in Georgia state law.
The second requires counties to hear any challenge within 10 days (https://www.democracydocket.com/wp-content/uploads/sites/45/2021/03/SB-202-substitute-.pdf) of providing the voter notice. Previously, counties that believed a challenge was frivolous or unwarranted could deny it or at least postpone consideration of the challenge until after the election. Now, counties are required to hold a hearing on each challenge, regardless of how frivolous the challenge. This means that voters whose eligibility to vote is challenged will receive a formal notice requiring them to attend or participate in a hearing (on as little as three-days’ notice). The county boards have the power to issue subpoenas in connection with these hearings. And, if a challenge is rejected, the challenger can appeal the decision in court.
Finally, if a county board fails to comply with this new mass challenge hearing process, the board itself is subject to sanctions (https://www.democracydocket.com/wp-content/uploads/sites/45/2021/03/SB-202-substitute-.pdf) by the state board. In other words, while the person who files a frivolous mass challenge faces no sanction, the board responding to challenges faces the risk of sanctions.
When viewed against the other new provisions of Georgia’s omnibus voter suppression law that serve to make the State Board a partisan instrument of the legislature, the intent of this new challenge provision is clear.
