This morning, without any notice to members of the committee or our staff, Rep.Briscoe Cain, Chair of the House Committee on Elections, brought Senate Bill 7 to a vote before our Committee. We were expected to vote on the bill right then and there,without any opportunity to discern the language being presented to our committee. But,more importantly, we were expected to vote on this bill without hearing from members of the public, and from marginalized communities that this bill would disproportionately affect.

Senate Bill 7, as passed by the Texas Senate, would:

 Grant partisan poll watchers unfettered access to voters, and allow them to roamfreely through a polling site to intimidate voters, make it more difficult to ejectpoll watchers that cause problems (Sec 3.04, 4.01, and 4.02) as well as a right tovideotape voters while they vote (Sec. 3.08);

 Prohibit county governments from establishing methods and locations for votingthat have proven to boost participation in working-class communities andcommunities of color (Sec. 3.06, 3.07, 3.10, 3.11, 3.15, 3.20, 3.21);

 Make voting more difficult for people that utilize curbside voting by creatingnew, onerous requirements for people that drive elderly or disabled voters to the polls (Sec. 3.10) and require people assisting voters due to disability to verifyproof of the voter’s ailment or disability (Sec. 3.11); and,

 Prevent elections officials from preemptively sending mail ballot applications toeligible voters who are legally empowered to vote by mail by threatening state jailtime (Sec. 2.01).

The late fury of the speeches was funny and sad.
These guys know what goes on with their staff and staffs from others when it comes to lobbyists but they were surprised and shocked to learn that sexual favors and flat out rape goes on. Surprised and shocked but then it got described as a long time festering sore that had to be eliminated.

We are a joke of a State. There is not enough disgust to spread on these people. Its more than the blatant road blocks for people voting with little to no evidence of the need to... except for officials in NC actually trashing a car full of ballots, for he red team. If they were legit attempts backed by evidence of fraud etc... but they are not.

So, the bill didn't pass the House within the constititutionally defined 135 days, but Dan Patrick revived the bill anyway, stripping the Senate amendments. Then it went to conference committee, where it was changed without discussion or debate. Now the rules have been suspended so it can be debated and passed late at night.

It's a parade of horribles, including a voiding of election provision that makes it possible to void elections based on unsubstantiated allegations.

Silver lining: all the chicanery and setting aside of the rules and the Texas Constitution will make SB7 more susceptible to legal and parliamentary challenges.

In the course of several hours Saturday and early Sunday, Senate Republicans hurtled to move forward on a sweeping voting bill negotiated behind closed doors where it doubled in length and grew to include voting law changes that weren’t previously considered.



Over Democrats’ objections, they suspended the chamber’s own rules to narrow the window lawmakers had to review the new massive piece of legislation before giving it final approval ahead of the end of Monday's end to the legislative session. This culminated in an overnight debate and party line vote early Sunday to sign off on a raft of new voting restrictions and changes to elections and get it one step closer to the governor’s desk.




Senate Bill 7 (https://capitol.texas.gov/BillLookup/History.aspx?LegSess=87R&Bill=SB7), the GOP’s priority voting bill, emerged Saturday from a conference committee as an expansive bill that would touch nearly the entire voting process, including provisions to limit early voting hours, curtail local voting options and further tighten voting-by-mail, among several other provisions. It was negotiated behind closed doors over the last week after the House and Senate passed significantly different versions of the legislation and pulled from each chamber’s version of the bill. The bill also came back with a series of additional voting rule changes, including a new ID requirement for mail-in ballots, that weren’t part of previous debates on the bill.



But instead of giving senators the 24 hours required under the chamber’s rules to go over the committee’s report, including those new additions, state Sen. I guess the bottom line is if you are in the majority in Texas, you can get almost anything done, it just depends on the lengths you will go to if the minority pushes you. The blue team needs to push this as hard as they can to make sure they can involve the DOJ fully I guess.

The standard for throwing out elections has been lowered to preponderance of evidence. Meaning, Texas judges will be able to overturn elections based on mere allegations, without any finding of actual fraud, if SB7 passes.

And you can provide an ID when you register to vote, then cast an absentee ballot. One thing doesn't preclude the other.

The measure includes new identification requirements for people voting by mail and prohibits local election officials from sending a vote-by-mail application to someone who hasn't requested one. Voters are also given new opportunities to correct mistakes with their mail ballots.
