California’s homeless problem is a result of policy. Homelessness is rarely an economic issue. The homeless are almost all severely mentally ill and/or drug addicts. Other states, even other blue states, do a better job dealing with these issues with less funding. This is the West Coast culture of so-called progressives being more interested in smelling their own farts and patting themselves on the back for being the so-called good people than actually doing any good.
Benign tolerance of hardcore drug addiction is not compassionate. Forgoing intensive mental health care for the severely ill and instead spending the money on a small number of very expensive apartments and faddish “tiny homes” is not compassionate. In California with its Democratic supermajority, the corrupt have learned to use the bloated state apparatus to line their own pockets while most issues go unsolved. Trying to talk sense into progressive activists in order to solve problems is futile and only draws fierce blowback, so why bother?

it still shouldn't cost 5.4 million to build what amounts to 39 sheds, even lester holt was like, "5.4 million i guess the land cost 5 million", and then he found out the land was free. His initial evaluation was that the whole settlement cost 400k

I'm assuming they reinvented the wheel here and designed everything from nothing. It's maybe stupid, but maybe those costs won't be necessary for subsequent projects.

It really boils down to whether this is a solution to a much larger problem. Lack of construction and housing cost are certainly one prong. Mental health and drug abuse are certainly another. Overpopulation due to wage differences and earning potential is another.

homes that are currently zoned for single family housing only are now allowed to be converted to up to two separate duplex houses (4 units total) without needing any local approval.
the amount of homes that actually will be converted is probably quite small, but an incremental step in the right direction

Man I don't know, I'm not a landlord but I would think getting two renters for the price of one home you already own is a pretty good opportunity.
Should be good for rent costs regardless with a new influx of supply.

Way back in 2014 it was 26% of all SFH's, and that number has probably gone way up.
