Sorry...just wanted to make the point. Cities make poor decisions outside of the purview of the state government. I'm sure I can find examples in every state of some city fucking up.
But it's not always an indictment on the state.

The $95M was to upgrade water treatment plant. Not sure what that has to do with a broken pipe. Water mains fail in SA, too.

IDK. From what I've read (which may not be the entire truth), the rich are using water like crazy to keep their acre lots green and their pools full.
