that letter isnt signed by cohen, but rather by his attorney on his behalf. and most of this was unraveled as part of his guilty plea

unless the conspiracy theory here is that Cohen made the 130,000 payment... not on behalf of the campaign, and therefore legally. but then anyway he decided to plead guilty to campaign finance violations and face prison time for that same exact transactions just so he could "get trump"
