Moreover, once the treaty was written, he did not permit the Panamanians to study it. He deliberately misled them as to the urgency of the situation, and in his machinations he was abetted by Hay. In effect, Panama had no voice in the treaty. Though Bunau-Varilla was really a “third party,” he dealt unfairly with the country he supposedly represented.
